City Mayor

Mayor Imelda “Emi” Calixto-Rubiano, the first woman elected to serve as the local chief executive of Pasay City, consistently works hard to fulfill her commitment to provide a caring, truthful, and responsible government for Pasayeños. To ensure sustainable development of the city, Mayor Emi is actively pursuing the achievement of her H.E.L.P. priority agenda, which encompasses different programs and projects on: (H) Healthcare and Housing; (E) Education, Economic growth and Environment; (L) Livelihood and Lifestyle; and (P) Peace and Order, Palengke at Pamilya. As “Ina ng Pasay,” her motherly approach in serving Pasayeños and her commitment to excellent public service created positive impacts on the lives of her constituents.

Mayor Emi also served as a three term Councilor of the Second District of Pasay City (1998-2001, 2001-2004 and 2007-2010). Her various projects as Councilor include feeding programs, free medical and dental check-up, “Murang Serbisyo sa Namatayan,”E-learning van, Operation Cataract, Botika Binhi, Operation Smile, livelihood and capital assistance, and other infrastructure projects.

In 2005, she became the Head of the Pasay City Social Welfare Department. Her effective implementation of government programs for the welfare of Pasayeños was instrumental for the City’s several awards and recognitions such as the “Sagip Kalinga” award and “Disabled-Friendly City.”

Signed Bills

Prior to becoming its chief executive, Mayor Emi served as a three term Representative of Pasay City from 2010-2019. As a lawmaker, she has filed numerous bills to benefit Pasayeños and the Filipino people. Some of the many bills that she has authored which were signed into law include the following:

  • Republic Act No. 11140 — An Act Declaring December 2 of Every Year a Special Nonworking Holiday in the City of Pasay to be known as the “Foundation Day of Pasay City”;
  • Republic Act No. 11403 — An Act Creating a Barangay to be known as Barangay 201, Zone 20 in the City of Pasay, Metropolitan Manila;
  • Republic Act No. 11032 – An Act Promoting Ease of Doing Business and Efficient Delivery of Government Services;
  • Republic Act No. 10829 – An Act Establishing a National Science High School in the City of Pasay to be known as Pasay City National Science High School and Appropriating Funds therefor;
  • Republic Act No. 10586 – An Act Penalizing Persons Driving Under the Influence of Alcohol, Dangerous Drugs, and similar substances, and for other purposes (Anti-Drunk and Drugged Driving Act of 2013);
  • Republic Act No. 10366 – An Act Authorizing the Commission on Elections to Establish Precincts Assigned to Accessible Polling Places Exclusively for Persons with Disability and Senior Citizens;
  • Republic Act No. 10911 – An Act Prohibiting Discrimination Against Any Individual in Employment on Account of Age and Providing Penalties therefor (Anti-Age Discrimination in Employment Act); and
  • Republic Act No. 10699 –National Athletes and Coaches Benefits and Incentives Act.

Education

Mayor Emi completed her Primary and Secondary schooling at the Malate Catholic School, where she was very active in the Student Catholic Action, and graduated with honors. She graduated from the University of Santo Tomas in 1982 with a degree of Bachelor of Arts in Behavioral Science. She also took up Fashion Designing at the International School of Fashion located in Greenhills, San Juan, Metro Manila. To further enhance her skills, she also took up “The Office Procedure” course at the Cora Doloroso Career Center.

Personal Information

Mayor Emi is the youngest of five siblings to parents, former OIC Pasay Mayor Eduardo “Duay” M. Calixto and Leonora Gallardo Calixto. She is married to Edgardo M. Rubiano and they are blessed with three children – Nicole, Lesley Anne, and Luigi. No matter how busy she is as a public servant, Mayor Emi finds ways to spend quality time with her family.
